Peoria historic rules, lead-safe work and licenses

Local historic districts and landmarks

Peoria has locally designated historic districts and landmark sites. Most work that changes the appearance or material of a building there needs a Certificate of Appropriateness from the Historic Preservation Commission.

Paint in historic districts

The city code lists paint applied to existing painted surfaces among items that need no certificate, along with schemes of up to three colors and colors that match a generally accepted historical palette. Other painting changes can be handled through an administrative certificate reviewed by staff.

Ordinary maintenance

The code does not prevent ordinary maintenance or repair that keeps the same design, material, color and appearance.

Checking a painter

Ask the City of Peoria whether a local business registration applies to the work, and ask each painter for proof of insurance, recent references and a written scope.

Permits

Repainting alone usually needs no building permit, but siding replacement or porch rebuilding may. Check with the city’s Development Center.

This is general orientation, not legal advice. Confirm with the agency named before work starts.

Peoria painting questions

Do I need approval to repaint in a Peoria historic district?

Paint on surfaces that are already painted is listed in the city code as needing no certificate. Painting unpainted surfaces or other changes may need review.

How many colors can I use on a historic house?

The code’s no-certificate list includes schemes of up to three colors, with one contrasting color for trim and doorways.

Is lead paint likely in my house?

If it was built before 1978, quite possibly. Use an EPA-certified firm for any work that disturbs paint.

When can exterior painting start?

Usually in May. September is often the best month.

Do you cover Peoria Heights, East Peoria and Dunlap?

Yes. Independent painters across the Peoria area can respond.

Can I pick a new color scheme for a house in a local district?

The city code’s no-certificate list covers schemes of up to three colors and colors that match a generally accepted historical palette. Other color changes can go to staff as an administrative certificate.

Is replacing rotten porch boards ordinary maintenance?

The code protects ordinary maintenance and repair that keeps the same design, material, color and appearance. Swapping to a different material is a change, so ask the Historic Preservation Commission staff first.
